We generalize our previous results on neutrino flavor and spin flavour oscillations in an external magnetic field and arbitrary moving media with account for neutrino electromagnetic interaction (Pustoshny and Studenikin, Phys. Rev. D 98(11), 113009 (2018); Shakhov et al., J. Phys. Conf. Ser. 2156, 012241 (2021)). Neutrino evolution and oscillations accounting for neutrino: (1) interaction with an external magnetic field through neutrino magnetic moment, (2) weak interaction with an external matter and (3) electromagnetic interaction with electric currents accounting for diagonal and non- diagonal neutrino charge radii and anapole moments. New analytical expressions for the neutrino oscillations probabilities and the resonances conditions are presented.
