This chapter provides a specific focus on Community-Based Inclusive Youth Development, and the critical role of community-based practitioners in facilitating disability inclusion in all programmes, services, activities and systems at community level. We describe three core mind-shifts to consider related to meeting the fundamental human needs of persons with disability across the life course. The chapter draws on the authors’ work and research in South Africa and across different African countries by postgraduate students in Disability Studies, Occupational Therapy and Development Studies. Through the lens of disability inclusive youth development, we have indicated key transitional phases for children, youth, adults and elderly. We propose three shifts in mindsets that need to occur: Mindset 1: Throughout transitional phases of persons with disabilities is the need for family and community support systems. Mindset 2: Community rehabilitation workers (CRWs) as brokers to generate community support systems and facilitate intersectoral collaboration for CBID across the life course. Mindset 3: Capacitating local government to coordinate and implement CBID identifies two critical focus areas, namely accessible information and communication, and accessible transport systems. Intentional leadership and robust accountability of intersectoral collaboration. The three mindsets have been informed by Human Scale Development and Ubuntu as frameworks that foster communal support for disability inclusive youth development across with the life course. Families and CRWs act as primary and secondary synergistic satisfiers of fundamental human needs.
