Leveraging COBIT Framework to Design and Implement Effective Governance in Oman’s High Education Institutes

Governance, in its formal form, is not on the table of most organizations during their early stage of establishment. Ideally, Governance is an afterthought or imposed by regulatory requirements. However, the value that is facilitated through proper governance is high and can bring considerable contributions to operations’ effectiveness and efficiency, among other outcomes appreciated by stakeholders including the outcomes related to Environmental and Social Responsibilities. In this paper, I explore the usage of COBIT within High Education Institutes (HEIs) to design and implement effective governance systems, with consideration of the internal academic and the external continuously evolving contexts. To establish the plausibility of using COBIT within HEIs, I have proposed use-cases where COBIT can be utilized to achieve the objectives related to Risk Management, Performance Management, Compliance, and Stakeholder Engagement. One more proposed use-case is related to the role played by HEIs as to achieving the relevant objectives set by Oman Vision 2040. The use-case proposes that COBIT would help institutes in goals-setting, plan-design, performance measurement, and then the overall evaluation of HEIs’ commitment and contribution towards achieving vision’s objectives.
