Uzbekistan is not only a supporter of the intensive transport sector development in Central Asia. Uzbekistan aims to connect Eastern and Western countries, from China to Europe, by reviving its historical role on the ancient Great Silk Road through advanced transit systems. The development of Uzbekistan’s transport sector is a key public policy priority. Various organizations, including the Ministry of Transport and “Uzbekistan Railways” JSC, are actively involved in improving the country’s transport infrastructure. Language plays a crucial role in creating a unified transport policy to ensure the delivery of high-quality services. This research aims to address linguistic challenges in international transport, such as misunderstandings, documentation errors, and communication barriers. To solve these issues, the authors applied cognitive-semantic analysis to create a three-step conceptual framework for understanding transport language. Systematizing this process with digital technologies could provide solutions for transport sector development. To systemically solve such problems, the authors studied cognitive-semantic properties of the language layer using frame analysis, comparative analysis, and methods of conceptual integration. As a result, the authors managed to form a three-step layer of concepts. The process begins by presenting words and terms in their basic form during the first stage. In the second stage, their meanings are generalized. In the third stage, a specific part relevant to the desired area is distinguished. Although this three-step language analysis may initially seem challenging, if systematized using digital technologies, it could be proposed as a potential solution for advancing the development of the transport sector.
