Although the circular economy refers to the economy’s capacity to grow through rational and efficient use of resources, the transition from a linear to a circular economy model necessitates the use of modern technology, which has both advantages and disadvantages. This paper examines the limits of technology’s role in enhancing the circular economy using a sample of global experiences in an effort to determine how technology can enhance the performance of the circular economy in its various components, such as supporting programs that shield economic growth from adverse climate effects and preventing the rapid depletion of scarce resources. While the study highlights that technology can be a double-edged weapon in a circular economy, it also builds on the methodology for extrapolating and analyzing successful international experiences in the transformation of the circular economy and finds six key roles for technology in supporting sustained and sustainable economic growth. A balanced approach is required in government regulations supporting the circular economy and in corporate policy to strike a balance between their profitability goals and their impact on human capital and environmental objectives for sustainable development. The study suggests that action be taken on several fronts to accelerate the transition from linear to circular economic models in developing countries in order to support their resilience to crises and sustainable development. This will help them to capitalize on the positive aspects of technology and minimize its costs and negative effects. These are the development of environmental and corporate governance indicators, including those for public sector organizations and local governments, the provision of concessional financing, investments in education and training, and regional integration.
