The Mixed Economy and the Moving Frontier of the State

This chapter considers the wider field of sheltered employment beyond Remploy. By examining a previously unexplored set of relationships, it explores the existence and extent of a mixed economy in sheltered employment. The analysis is framed around Remploy’s place as the ‘frontier of the state’, with the chapter examining the movement of this frontier across three distinct periods. Demonstrating that Remploy operated as the core element in a tripartite mixed economy, alongside both voluntary providers and local authorities, it shows how this approach ultimately failed to deliver a cohesive overall system.
