This chapter provides a framework for undertaking evaluations and offers advice and specific suggestions regarding the methodologies that are useful in evaluating health services. The chapter begins by identifying key purposes of health service evaluation. An overview of formative, summative, developmental, and other alternative approaches to evaluation are described. A justification for developmental evaluation (DE) leads to a focused discussion on this approach including methods and tactics such as appreciative inquiry, logic models, quantitative measurement and analysis, qualitative methods, as well as approaches to feedback. The themes explored include capacity building for local evaluation, the role of internal and external evaluation, and plans for dissemination and reporting. The purpose of the chapter is to support a model of practice that enables ongoing, embedded evaluation.
