E-municipality has recently been viewed as a modern cloud-based system that facilitates the creation of a dynamic and participatory relationship between governments and citizens, mainly in delivering services to citizens. Initiatives have been proposed to strengthen the application of e-municipalities in Palestine. However, concerns have emerged regarding potential resistance by municipal employees towards e-municipality adoption, which poses a risk of implementation having low or adverse effects. This study addresses the literature gap by investigating the challenges of e-municipality adoption in Palestine, employing a dual-factor approach derived from two theories: SQB as an inhibitor and UTAUT as an enabler. This study employs PLS-SEM to test the research hypotheses based on data collected from 93 employees working in Municipalities in the West Bank. The findings reveal that all used SQB constructs positively influence resistance intention toward e-municipality adoption. Furthermore, the study demonstrates that effort expectancy from UTAUT negatively affects resistance intention toward e-municipality adoption. This study contributes to the literature by enhancing our understanding of SQB theory and UTAUT in the context of e-municipality implementation in Palestine.
