The article is dedicated to the methodology for substantiating the network of multimodal terminals in Ukraine under current conditions. Multimodal freight transportation is one of the key components of a transport strategy with global and national significance, fostering effective interaction between enterprises of different transport types. It offers high-quality, modern services while reducing the environmental impact. An efficient methodology for justifying the network of multimodal terminals will help rebuild Ukraine’s transport infrastructure, increase the efficiency of multimodal freight transportation, reduce logistics costs, and lessen the environmental burden. Based on the research results, the factors influencing the location of multimodal terminals were identified and grouped into relevant categories: transport-infrastructure, economic, demographic, scientific-technical, and innovative factors. To comprehensively assess the factors affecting the location of a multimodal terminal, an integrated attractiveness index for the region of terminal placement ( \({\text{P}}_{AIL}\) ) was proposed. The stages for determining the optimal location of a multimodal terminal, taking into account the integrated attractiveness index ( \({\text{P}}_{AIL}\) ), were outlined. The key stages of the methodology for forming a network of multimodal terminals in Ukraine were also proposed.
