The paper is devoted to the research of the bottleneck problems of transport highways and their solving with the use of the methods of the theory of fuzzy sets and the theory of possibilities. The aim of the research is to develop the algorithm to choose the extreme parameters of highway bottlenecks for traffic and environmental safety ensuring. The effective model of the intellectual technology of management of regional transport safety - the model of conflicting possibilities is presented. Conditions for the optimal functioning of highway in real time with the problem of bottlenecks arise are considered. The scientific novelty of the presented approach is the designed methodology of bottleneck indicators definition under conditions of uncertain data. The proposed method of the optimal capacity of the highway determination based on the criterion of road accident minimization should be used in practice of the transport highways safety and environmental management.
