Dynamic Routing in Urban Transport Logistics in Wartime Conditions

Research on the development of routing methods in urban transport logistics gains particular significance during wartime, when there is a high probability of reduced transport network efficiency due to possible destruction of critical infrastructure and the physical vulnerability of intelligent transport system (ITS) components. The results of the application of dynamic routing method for freight delivery by vehicles in wartime conditions, using ITS based on cloud technologies, are presented. Within the framework of the proposed ITS model, the static and dynamic state of the urban road network is monitored based on the use of consolidated data from all sources available at the moment of operating (Geographic Information Systems (GIS), traffic sensors, mobile IoT devices, etc.). An architectural implementation of such ITS is proposed, which is based on the use of Amazon Web Services cloud technologies and allows for a high level of cybersecurity, reliability and performance. AI methods with high computational efficiency are used for route optimization. To test the proposed method, simulation studies of dynamic routing were conducted within the framework of an asymmetric dynamic traveling salesman problem, using sudden changes in Kyiv urban road network operating conditions (air raid alert) as an example. Route optimization with dynamic updates at each freight delivery point was carried out using a modified ant colony algorithm based on GIS traffic data in urban road network sections. The results of the simulation studies demonstrate the potential of the proposed dynamic routing method using a cloud-based ITS in urban transport logistics under wartime conditions.
