A Decision-Making Model to Ensure National Resilience in the Context of Hybrid Threats

Ensuring the resilience of states and society to threats of various kinds, and formulating responses to numerous challenges caused by the impact of hybrid threats are at the heart of the global security environment. The purpose of the article is to study the impact of hybrid threats on decision-making to ensure national resilience. To achieve this goal in study a comprehensive approach based on general scientific, general economic and applied aspects of the impact of hybrid threats on national security is used. The current vulnerabilities, hostile actors and risks to national security are singled out and substantiates the possibility of eliminating their negative impact on a wide range of activities in the landscape of hybrid threats. Tools for effective deterrence of hybrid aggressors are identified. A decision-making model to ensure national resilience in the context of hybrid threats is developed.
