Afghanistan mountainous regions require rapid and comprehensive road safety and resilience assessments due to rugged terrain and environmental risks. A 250 km stretch in the eastern province Badakhshan, prone to various hazards, including hydro-meteorological and geological, bordering Tajikistan, was chosen for this study. This paper discusses a framework to rapidly assess roads, proposing actionable insights to improve transportation infrastructure safety and resilience in targeted regions. The framework evaluates the road by assessing physical conditions, hazard risks, and prioritizes mitigation measures. It considers terrain conditions, climate, and socio-economic factors. The assessment involves multidisciplinary approaches, including engineering, geospatial analysis, and community consultation, utilizing field surveys and remote sensing tools. The Rapid Assessment tool includes a multi-hazard assessment, and road safety and bridge evaluation tools. Further it applies standard scoring and ranking techniques to determine intervention priorities. Natural hazards were assessed to define intensities and geographic spread. Roads and bridges underwent surveys, with each parameter categorized as compliant, non-compliant, or not applicable, and assigned a numerical value. These values were aggregated, normalized, and used to assign a unique numeric value, reflecting the vulnerability level. Higher values denote higher vulnerability and support prioritizing mitigation efforts. The analysis includes risk assessment, and vulnerability mapping identifying safety and resilience gaps. The assessment results guide recommendations to enhance road infrastructure safety and resilience. Recommendations encompass engineering and social solutions for sustainable development and risk reduction, backed by relevant data and computation methodologies.
