This chapter closely examines how presidents used directives to invest in HBCUs. For over 150 years, HBCUs have stood front and center in forging a path for generations of African Americans. Since the Carter administration, presidents have issued directives to strengthen federal support within the executive branch for HBCUs. Even with executive branch support, HBCUs have found it hard to overcome financial difficulties as well as the impacts of changes to affirmative action in higher education. As with the previous two chapters, it incorporates the relationship between directives, laws, and Supreme Court decisions and includes in Appendix 4, a timeline of the directives, laws, and Supreme Court cases discussed in the chapter.
