This chapter explores how presidents of both parties used their directives to create and expand the minority business enterprise program, federal procurement, and other initiatives to chart economic opportunities for African Americans and other minorities. These programs have survived with few changes through both Republican and Democrat administrations. Even though presidents act alone issuing directives, the importance of the interrelationship between directives, laws and Supreme Court decisions cannot be overstated. Therefore, a timeline of the directives, laws, and Supreme Court cases discussed in the chapter is included in the Appendix 3.
