Within the framework of EU policies promoting a circular economy, the renovation and reuse of buildings are regarded as key strategies to extend the lifecycle of the existing building stock, reducing land and resource consumption associated with new constructions. In Italy, however, the widespread application of retrofitting practices is being questioned, largely due to the structural unreliability and energy inefficiency of a building stock predominantly constructed prior to the implementation of seismic and energy regulations in the 1970s. Moreover, many of these buildings were not designed in harmony with the pre-existing urban fabric, often resulting in indifferent superfetations that are incompatible with their surrounding context. Simultaneously, there exists a subset of post-WWII architectural works of significant quality, which, despite their historical-aesthetic value, frequently go unrecognised and are consequently subjected to inappropriate retrofitting interventions. This study proposes a set of evaluation criteria aimed at identifying architecturally and historically valuable buildings for preservation, while also providing local administrations with tools to manage a highly varied building stock effectively. These criteria enable informed, strategic decisions regarding whether to retrofit or demolish buildings, balancing sustainability goals with the need to conserve architectural heritage. By applying targeted criteria—such as cultural significance and integration within the urban fabric—to high-rise houses in Udine, over one hundred quality condominiums were identified. This selection will aid the administration in determining which buildings to preserve and restore versus those that should be designated for demolition, underscoring the value of this approach in building stock management.
