Development of Security Control Indicators for Information Security in Cloud-Based Public Data Centers Using the Delphi Method

Recently, countries worldwide are making efforts to transform their e-Government system into a digital government system, thereby elevating their position as a leading country in the digitization age. Also, the digital environment is changing into a cloud-computing environment in which the resource can be utilized at its full capacity. In light of the changes in the informatization environment, the public data center is positioning itself as one of the key infrastructures. The scale of existing data centers is gradually increasing and data centers are newly built to meet the public institutions’ needs for a large scale of IT resources. The public data center where all IT resources are accumulated should be in full operation for 24 h a day, 365 days a year. New technologies bring tremendous convenience but on the other hand, data breach accidents that take advantage of intelligence and technological development constantly occur. In particular, unexpected security threats in the cloud environment make it difficult for the existing security policy to ensure security. Damages to public data centers, the nation’s key infrastructure, by risks and security threats will directly affect national security and confidence in the government. Therefore, it is critical to guard the public data center by establishing an information protection management system and continuously enhancing information protection. This research developed indicators using the expert Delphi method.
