Internally displaced persons are forced to leave their homes or places of residence for, among others, disasters due to natural or anthropic causes. Unlike refugees, they do not cross their States’ borders, for different reasons, and, therefore, rely on legal and policy protection at the domestic level. In the absence of international rights and duties, states have the 1998 United Nations Guiding Principles on Internal Displacement, which serves as a guide to provide them with basic treatment and humanitarian assistance. This chapter addresses the historical approach of internally displaced persons for environmental reasons in Latin America and the Caribbean basin, highlighting, in particular, the peculiarities of the region in recognising them and providing their protection.
