Optimized at Last: Making “RCA” Criminals Out of Immigrants Under Trump

In this chapter, we provide evidence of a change in the risk type of immigrants targeted for detention, in the detain/release strategy followed by the Trump administration, and in the number of pending criminal charges faced by detainees. We use data from 67,526 detention cases in 11 processing centers of the states of New York and Buffalo, between 2012 and 2019. We then concentrate our analyses on 32,609 for which we have a wider set of indicators, including INS violations, criminal convictions, criminal pending cases, and a variety of socio-demographic indicators.
