The OSCE focus on “structural” or “long-term” conflict prevention emphasizes alleviating conditions both within and among participating States that might give rise to conflict at some point in the future, but where there is little or no imminent threat of violent conflict. Therefore, the OSCE has focused in these cases on strengthening democratic institutions, securing human rights, and promoting “good governance” in participating States, especially those undergoing transitions from authoritarian to democratic political systems. In addition to the Conflict Prevention Centre, responsibility to promote structural conflict prevention has fallen to the Offices of Democratic Institutions and Human Rights, Representative on Freedom of the Media, and the High Commission on National Minorities to resolve problems before they threaten to turn violent.
