Chapter 5 provides a brief survey of the institutional structures of the OSCE after it became a formal organization in 1990 under the Charter of Paris. This includes the role of its annual summit and ministerial conferences of leaders from all participating States. Permanent institutions are discussed, including the roles of the Vienna-based Permanent Council (PC), the Chairperson-in-Office who presides over the PC, the Vienna-based Secretariat headed by a Secretary-General, as well as functional offices including the Conflict Prevention Centre in Vienna, the High Commission on National Minorities in the Hague, the Office of Democratic Institutions and Human Rights in Warsaw, the Court of Conciliation and Arbitration in Geneva, the Representative on Freedom of the Media in Vienna, and the Parliamentary Assembly composed of parliamentarians from all participating States in Copenhagen.
