This chapter introduces the reader to the book by briefly summarizing the role of the Conference (subsequently Organization) for Security and Cooperation in Europe (OSCE) as it developed out of the Helsinki Final Act of 1975, especially identifying its role in the management of conflict in its region extending across all of Europe/Eurasia and North America after the end of the Cold War in 1989.
