A democratic civil society, entering a social contract with its citizens confers a right to healthHealth, safetySafety, and securitySecurity that the state is obligated to provide. Citizens on the other hand have a responsibility to contribute to the healthy functioning of a civil society. The respective rights and responsibilities of governments, organizations, and citizens are prescribed and exercised through legislation, regulations, policies and practices that encourage a balance between individual agency and communitarian behavior.
