Analysis of the Collaborative Management Approaches of Water Resources Under the Joint Management Normality and Emergency in China

China's overall water resources are relatively scarce, with insufficient per capita water resources. Nowadays, it is affected by the rapid change of climate and human social activities, extreme hydrological events have occurred frequently, floods and droughts coexist, and the situation of water resource management is severe. Integrating water resources under the joint management normality and emergency in a changing environment and implementing collaborative management based on hydrological process regulation will be an important direction for the future development of water resource management in China. This study analyzes the current situation of water resources under the joint management normality and emergency in China, constructs a framework of routine and emergency collaborative management of water resources in Jincheng City, Shanxi Province, and puts forward the mode and method of routine and emergency collaborative management of water resources. The results show that there are more continuous wet years and dry years in Jincheng city, and the water resources situation has a certain fluctuation, but there is a trend of good development. Under the mode of routine and emergency coordinated management of water resources, it is divided into Normalized level I, Emergency Level II and Crisis level III. Jincheng City is mostly in Emergency Level II. This research can effectively improve the level of integrated water resources management and optimal scheduling in China, and also provide certain technical support for the prevention of water and drought disasters.
