Common Constraints and Countermeasure for Environmental Impact Assessment of Urban Renewal Planning: A Case Study of Guangzhou City

Urban renewal planning, as a pivotal component within the national territorial spatial planning system, has not yet fully integrated its environmental impacts into the existing regulatory and technical frameworks for planning environmental impact assessment (EIA). EIA possesses the advantage of mitigating environmental impacts and enhancing environmental quality by addressing them at their source and within the early stages of the prevention system. Drawing upon the implementation status of urban renewal planning in Guangzhou as a case study, this paper emphasizes the imperative need for conducting EIA specifically for urban renewal planning. It undertakes a comprehensive analysis of the common ecological and environmental constraints encountered in urban renewal planning, encompassing regional environmental quality, ecological systems, resource utilization, environmental protection infrastructure, and other aspects of environmental management. Furthermore, the paper proposes a series of targeted countermeasures and recommendations aimed at addressing these constraints and fostering the eco-friendly implementation of urban renewal planning. These suggestions are intended to serve as a valuable reference for policymakers, planners, and stakeholders involved in advancing sustainable urban development through urban renewal initiatives. By doing so, this study contributes to the ongoing discourse on integrating environmental considerations into urban planning processes and promoting environmentally responsible urban renewal practices.
