Integrated Assessment of Urban Water Security in Cities of Developing Countries: The Example of the City of Bauru/Brazil

The temporal and spatial variation in water quality and quantity severely affects the quality of life and the economy of cities. Therefore, quantifying, assessing and summarizing Urban Water Security through indexes is an important management tool, as it makes it possible to integrate the specificities of localities and compare cities from very different regions. The Integrated Urban Water Security Index (IUWSI) is based on four dimensions that define Water Security, according to the United Nations: “supply and human well-being, maintenance of ecosystems, maintenance of economic activities and resilience to climate change and extreme water events”, these dimensions can be evaluated separately or together. The Municipality of Bauru is located in the central region of the State of São Paulo in Brazil, being located in a region of important economic activity and production transport route. This city had a Human Development Index (HDI) of 0.825, considered high for the Brazilian reality. The dimension “supply and human well-being” was assessed through 8 indicators and 16 variables, normalized and categorized according to the Analytic Hierarchy Process (AHP). Although the result of Urban Water Security was considered satisfactory, enhanced by the large water availability, problems were identified in the treatment of domestic effluents generated (below 5%), high water loss during treatment and distribution (≈47.7%), supply crises during dry periods, high energy dependence on traditional sources and difficulties in the management and administration of the physical structure. Thus, the systematization of information on water? Availability, consumption, energy sources, water quality, access, equity and sources of water resources through a single index allow to identify the main problems in water management and administration, joining strategic information that is pulverized and difficult to access. The integrated assessment of urban water security is a tool that will help the universalization of sanitation in developing countries, offering paths and strategies for action and monitoring.
