This chapter studies the COVID-19 resistance activities of a grama panchayat in Kerala during the lockdown period of COVID-19. The focus is on the creative and democratic leadership of the Panchayat President who succeeded in gaining vertical and horizontal support emanating from a strong foundational history of solidarity among the citizens in the area under his jurisdiction. Sensitivity to the needs of the vulnerable, acknowledging and utilizing the talents and resources of the citizens to fulfill the needs, and planning and synergistic coordination of activities to confront a crisis of unprecedented nature offer lessons for leadership across situations. The all-time relevance of decentralization and democracy undergirded by a rich recent history of solidarity resulted in a replicable and up-scalable model for the world.
