Saving injured lives after an accident or a natural catastrophe is a big challenge, especially with the health department’s budget cuts and understaffing. Injured persons need help in the first minutes after a road accident, which inspired many studies to optimize reaction time and deliver injured persons to the appropriate hospital. This paradigm can be treated from different angles, like ambulance allocation, routing to the accident sites and to the appropriate hospital, first aid and diagnosis, and sending a first report about the number of injured persons and their situation to stakeholders to decide the way forward. The information system is mandatory for better coordination and efficient decision-making to guide a specified ambulance allocated earlier in a defined position, get reports about the injured person’s situation, and treat data originating from different databases and systems to decide the destination hospital. In this study, we will list the most important methods to manage resources to speed up delivering patients to the appropriate hospitals at the best time and at the best cost and propose an optimization method to reduce this time using the Fes-Meknes region as a case study.
