The right to time for rest and leisure is one of the rights recognised in the Universal Declaration. The chapter first provides a sketch of the historical development of the idea of a right to leisure time, notably focussing on the struggles over working hours. Surveys specifically on time-use only became unevenly available from the 1970s. Recent cross-national information on the availability of leisure time is presented, showing significant variation between states. This is followed by a detailed examination of the right to time for rest and leisure in the international human rights system, noting its almost total absence in the monitoring reports from nation states to the UN monitoring committees.
