Implementation of the provisions of international human rights treaties falls to the nation states which sign and ratify the treaties. This involves the integration of human rights principles into national legislation and public policy. As with much of international and national governmental activity referred to in this book, the picture presented is one of neglect in the case of leisure/culture. This chapter explores how this situation might be remedied. It concludes that all levels of government (international, national, state/provincial and local)—and the civil organisations with which they interact—are, or should be, engaged in the same task: to ensure that leisure/culture can achieve its full potential in meeting people’s human rights and contributing to their general welfare.
