As both a basic human right and a large source of emissions, housing is a key issue when considering sustainability. As climate and housing policies have traditionally been quite separate, this book focuses on integrating these political fields, bringing understanding to the main challenges of integration through a framework of wicked problems. Considering the strong self-government of municipalities in Finland and Germany and the effects of climate change emerging locally, municipalities and local councillors are in a key position to resolve the issue. The study is based on three Finnish (Oulu, Tampere, Turku) and three German (Kiel, Mainz, Wiesbaden) cities. The data consist of 49 semi-structured thematic interviews with local councillors and city-specific policy documents. The book aims to provide insight into local climate and housing policymaking and to bridge current research gaps with new information on the subject at the local level.
