This chapter, Demand Signal, introduces where the voices have come from in support of protecting climate security, and, by implication, the need for an intelligence capability to do so. A discussion is included of what science has recently concluded about air and sea temperature increases, and the results of a scientific discussion of climate security for the regions of South Asia and Central America. The concept of a demand signal is rigorously introduced, and its effects from incremental and punctuated events. Psychological, organizational, societal, and environmental perspectives are provided for reactions to each type, incremental and punctuated events. The chapter then provides examples of key punctuated changes since World War II that have had an effect—as in a demand signal for significant change—on the intelligence community. The examples are the Cold War, the 9/11 terrorist attacks, the Iraq War of 2003, cyber threats, and COVID-19.
