This chapter, System-Level Challenges, identifies the challenges for developing a climate security intelligence capability by describing each system-level step of the design framework. The system-level steps include the demand signal, policy decision, and budget decision. Demand signaling requires the role of individuals and social movements. Individuals are advocates who must frame their message. Social movements are vehicles for collective action. However, both individuals and collection action face a number of strategic dilemmas. Capabilities and limitations of social movements are discussed. The chapter ends with the presentation of three hypothetical climate-related scenarios that exemplify the kinds of events or situations that could raise the activation of demand signals and prioritization of policy decisions to develop a climate security intelligence. One scenario is a catastrophic event in the Arctic. A second scenario is a cascading, slow-acting series of climate changes in the U.S. A third scenario is a cascading, slow-acting series of climate changes abroad that eventually has national security implications for the U.S.
