This chapter, Organization-Level Challenges, identifies the challenges of developing a climate security intelligence capability. This chapter addresses the challenges within each of the organization-level categories while Chap. 19 addresses the system-level challenges, even though the two chapters are presented in reverse order than the framework. The organization-level steps include defining knowledge producing role, developing analytic expertise, developing data collection strategies, establishing community of partners, and consumer relationships. Because climate security intelligence is novel, a learning approach is appropriate to overcome the organization-level challenges. Research into organizational learning is largely based on private sector contexts. The differences between the private sector and government are summarized as they apply to learning. Four types of organizational learning have been researched as they apply to intelligence analysts, and are described as well as their advantages and disadvantages.
