Develop Analytic Expertise

This chapter, Develop Analytic Expertise, provides a process-related toolkit, regardless of informational needs, for selecting strategies to develop knowledge expertise. The toolkit is divided into two broad categories: strategies for relatively straightforward challenges that are commonly used, and strategies for complex challenges that are less frequently used and much more difficult but necessary to implement. The commonly used strategies are buy, rent, or make. The less frequently used, and much more difficult strategies are creative synergy, network, and adaptation. Examples of each strategy are provided. The buy strategy is relatively simple to implement, but requires foreknowledge of the knowledge needs. The rent strategy is relatively simple to implement, requires foreknowledge of the knowledge needs, and avoids changes to structure and culture, a feature that may be advantageous but has cultural integration disadvantages. The make strategy may avoid cultural disruption, may be costly, but is not particularly scalable. The creative synergy strategy is used when a problem is complex and unresolved, and is supported by a semi-structured framework. The network strategy is also used when a problem is complex and unresolved; however, it capitalizes on an unstructured freedom of action, which has its benefits and limitations. The adaptation strategy is also used when a problem is complex and unresolved, is consumer-facing, is flexible, and can include a combination of the other strategies.
