This chapter, Policy Decision, begins with the introduction of a policy focus, a typical reaction as a result of a demand signal. Examples provided in the intelligence field are the establishment of policies on counterdrugs and counterterrorism. A brief history of climate security policies is discussed followed by examples of where climate security has been integrated into national security policy. The next section makes the distinction between climate security policy and energy security policy. Related security areas like energy, food, water, and health security have been seen as equivalent to climate security, but they have political and philosophical differences. The need for a common language is discussed. As an example, there are points of similarity and difference between climate security and energy security viewpoints and these are discussed and portrayed. The chapter concludes with a section on policy lessons that those interested in climate security intelligence may want to consider. These include dealing with policy inconsistencies, the challenges of institutionalization of ideas and processes, the role and dynamics of stakeholder engagement, and how new knowledge and disciplines are created.

摘要
