This chapter examines the methodology used to develop the study. Using a descriptive case study approach, the research highlights the data collection and observation process while acting as a technical advisor to the police department. Participant observation was the primary data collection method, which consisted of actively participating in the daily routines while observing and documenting the natural behavior of individuals and the dynamics of the group. This provided insights into operational gaps and decision-making processes during implementation.
