Cosmeceutical Legislation: Global and Pakistan View

Cosmeceuticals are hybrid products that blend cosmetic and pharmaceutical ingredients, claiming to improve attractiveness while also providing therapeutic or biologically active advantages. Cosmeceutical legislation is the legal and regulatory framework that governs the creation, marketing, and sale of cosmeceutical products. It focuses on analyzing the status of the regulation of cosmeceuticals in Pakistan against different countries. The study reveals particular primary and secondary regulatory systems in different areas of the world and exposes the legislator environment in Pakistan and recommendations aimed at bringing local regulation to the international level. The Drug Regulatory Authority of Pakistan (DRAP) oversees cosmeceutical regulation, ensuring the safety and efficacy of both cosmetics and medications. However, compared to developed countries, regulations surrounding cosmeceuticals are less explicit in Pakistan. This often leads to guidelines suited for regular cosmetics, with limited consideration for cosmeceuticals. Therefore, finding a balance between the legal frameworks to support safe products and innovation in the cosmeceuticals industry is crucial. Well-supported by Sustainable Development Goals, by leveraging natural resources and biodegradable materials, green extraction techniques, and recyclable packaging cosmetic industry can significantly reduce their environmental impact while meeting consumer demands for sustainable products. To protect consumers and foster corporate expansion, companies need to make sure that the laws and policies implemented locally are compliant with global standards. The regulators will have to adjust to new paradigms as a result of the emerging trends and technical instruments with initiatives. Regulators must adapt to new paradigms driven by emerging trends and technological advancements.
