Indians were next marked for demise by assimilation. The continent completely seized, the enabling story reverted to the Right by Civilization, its diction now preferring culture to race as its explanatory premise for imposing a false consciousness on Indians. Raphaël Lemkin’s classic analysis, Axis Rule in Occupied Europe (1944), nailed Nazi sublation tactics in eight categories of control—the political, social, cultural, economic, biological, physical, religious, and moral—that were likewise used to quell Indian self-definition. Lemkin’s template remains invaluable for analyzing what happened, and is still happening, to Indians in the USA.
