This paper reviews the role that Information and Communication Technology (ICT) on human resource development in Omani universities. Human resource professionals have for the most part witnessed the change in management systems from paper based to digital systems for which HRIS has been deemed critical in data gathering, tracking, and analysis. This research was done using a field study at some of the universities in Oman and the study was descriptive in nature. Self-administered questionnaires were further used on a sample of the employees and managers to establish the effects of ICT on performance. The study affirmed that HRIS increase the performance of the human resource (correlation = 0. 973) IT systems enhances efficiency and effectiveness = 0. 954) Employees’ improved performance when information sharing increases (0. 971) and inadequate training on HRIS affects both employee and organizational performance = 0. 896. Thus, these outcomes point out to the fact that efforts should still be directed to ICT solutions for human resources development. The study concludes that the fast adoption of modern technology will in the same way add up to enhancing the performance of the employees as well as enhancing the organizational success in the Omani educational institution.
