Analysis of the most efficient practices of regional management for the formation of common tools for territorial development is a relevant task. The purpose of this study is to identify regions that most effectively apply digital transformation tools in the construction complex, taking into account the level of development of the regional innovation system. For this purpose, a list of indicators assessing the development of the digital potential of the construction complex in the context of the regional innovation system was compiled. A two-iteration model was developed based on the data envelopment analysis (DEA) using the BCC model, which assumes variable returns to scale in the creation of knowledge and technology, as well as the development and growth of the digital potential of the construction complex in the region based on new knowledge and technologies. As a result, it is determined that 50 regions are effective (reference) for this task, and it is advisable to implement strategic initiatives aimed at developing the digital potential of economic activity of the construction complex in conjunction with the regional innovation system.
