With the rapid development of China's economy, the demand for resources is gradually increasing. The consumption of resources inevitably has a negative impact on the environment, where the growth of carbon emissions directly affects the climate situation. Therefore, reducing carbon emissions has become a global consensus. China fully demonstrated the responsibility for mitigating climate change, and put forward the ambitious “dual carbon goals” in September 2020. As all industries focus on electrification transformation in low-carbon development, it can be seen that the low-carbon development of China's power sector is particularly important. This study will take Jiangsu, Zhejiang and Shanghai as an example to analyze the temporal and spatial changes of their power systems and the key to low-carbon transformation. By studying the installed power capacity and production in Jiangsu, Zhejiang and Shanghai from 2010 to 2020, the carbon emissions of electricity in the past ten years are analyzed. The study finds that from 2010 to 2020, electricity carbon emissions in Jiangsu, Zhejiang and Shanghai showed an increasing trend, but the growth rate declined, mainly because the power production structure gradually shifted to clean energy, and the proportion of traditional thermal power decreased accordingly. This study further analyzes the low-carbon development of the power industry in Jiangsu, Zhejiang and Shanghai through effective communication methods. The communication mainly focuses on the government, power enterprises and the public to make a clear analysis and introduction to the policy support for decarbonized power development in the future. In the transformation of electric power, in addition to the effective policy support and promotion of the government, the transformation of clean production in the power industry, the efficient use of electricity by electricity enterprises and the rational use of electricity by the people are all effective supports to promote the low-carbon development of electric power. The study not only provides support for the low-carbon development of the power industry in Jiangsu, Zhejiang and Shanghai, but also provides a reference for the development of other regions.
