The chapter presents the relationships between the circular economy, public policies, extended governance, and social innovation in Brazil and the potential contribution to implementing the Sustainable Development Goals in the country. It examines the national constitutional foundations for circular economy and the legal, institutional framework addressing the theme in scattered laws and norms rather than in a unified public policy. The need for articulation of public policies in the territory, with innovation and social participation in networks, is presented as the potential for implementing the 2030 Agenda in the country. In this sense, the territory emerges as a platform for articulation, mobilization, and political convention, where solutions go beyond the limits of public action through coordination between different territorial actors and scales of action, not limited to administrative jurisdictions. In this regard, the chapter presents the Sustainability Network ReciclaPorto Rio experience, a Technical Cooperation Agreement between public institutions located in Rio de Janeiro aimed at developing joint initiatives and projects with inter-institutional action. In searching for a joint solution for the appropriate management of recyclable waste, the ReciclaPorto Network conducted a Shared Public Call, enabling collectors’ cooperatives. Such an initiative outlines paths for circular trajectories and social innovations that emerge from extended governance, involving public actors, collectors’ cooperatives, and territorial solutions for resource decoupling. The chapter concludes by recognizing the correlation between different actors and spheres of society, enriched with articulating knowledge for the breadth of social benefits regarding the Circular Economy and the 2030 Agenda.
