Texas Tales, Trivia, and Teasers: Rabies Through the Decades

Rabies in Texas was first referenced via anecdotes in the mid-1800s. Madstones were sought as a hopeful source of disease prevention for those exposed to rabid animals. Rabies in skunks was enzootic in the state. Texas laboratorians in the 1950s conducted cutting-edge research on bats and rabies. In response to rabies epizootics that began in 1988 involving domestic dog-coyote and Texas fox rabies virus variants, a myriad of agencies and individuals combined resources, expertise, and talents to create a productive Oral Rabies Vaccination Program (ORVP) targeting coyotes and gray foxes. Research was conducted on bait acceptance and vaccine efficacy to implement this program, and surveillance of wildlife rabies cases contributed to the success of the Texas ORVP. The Texas Department of State Health Services Regional Rabies Virus Reference Typing Laboratory was established as the first in the nation to participate in rabies virus variant typing with the assistance of the Centers for Disease Control and Prevention. In addition, Texas state law incorporated a novel rabies postexposure prophylaxis procedure for exposed unvaccinated domestic animals. Texas also has developed enduring, innovative educational tools pertaining to disease prevention, such as training for animal control officers, a rabies poster contest stressing public awareness and prevention, and the Diseases in Nature conference. In the past two decades, the world of rabies research, diagnostics, control, treatment, and prevention has evolved. Due to ongoing progress, there are certain expectations for the coming decades. These include pathogen discovery; enhanced laboratory-based surveillance by simplified, rapid testing; anti-viral drug development based upon an improved appreciation of viral pathobiology and host response; improvements to canine rabies elimination regionally by application of the best technical, organizational, economic, and socio-political practices; and improvement in wildlife rabies control for a diversity of hosts and viral variants in a One Health context.
