The current paper aims to first establish the causal relationship between organizational entrepreneurship and post-COVID-19 human resource management approaches by applying the contingency theory, and then to develop a measurement scale for human resource management approaches post-COVID-19 crisis to help management in planning and controlling human resource activities through a Delphi-study with 25 university experts. 229 workers of Jordanian universities completed a self-report postal survey that was used to gather questionnaire responses. Structural Equation Modelling (SEM) was used in the data analysis to ascertain how Human Resource Management techniques affect Organizational Entrepreneurship. The results show a positive correlation between HRM approaches and organizational entrepreneurship, which suggests that HRM factors (acquisition, training and development, incentives, employee relationships, evaluation, HRM health and safety, retention, and termination) can be applied and activated by universities as dynamic factors in this post-COVID-19 era to foster innovation and entrepreneurship through digital technology.
