The research aims to understand the impact of COBIT19 on the effectiveness of implementing cyber governance in Jordanian commercial banks. To achieve the goal of the research, the descriptive analytical method was used, and the research population consisted of all Jordanian commercial banks, and the sample included general managers and executives at the senior level, department managers and unit heads at the middle level, as well as employees working in these departments at the lower level. The sample included representation. It covers the various levels of management in the financial departments and the information technology department, which are the main departments of great importance in the operations of commercial banks, as the number of questionnaires distributed reached 204. One-hundred ninety questionnaires were retrieved, of which nine questionnaires were not suitable for analysis, so that 181 valid questionnaires were available for analysis using SPSS software. The results of the analysis of the research tool showed an increase in the relative importance of COBIT19 in Jordanian commercial banks. The findings of testing the main hypothesis and its branches indicated the presence of a statistically significant effect of COBIT19 on the effectiveness of the application of cyber governance in its dimensions (cybersecurity programs, cyber information security management, evaluation, and cyber risk management) in Jordanian commercial banks. The results of the analysis of the research tool also revealed an increase in the relative importance of the effectiveness of the application of cyber governance in these banks. According to the research, it is imperative that Jordanian commercial banks have access to all the components required to facilitate the application of cyber governance and the execution of COBIT19.
