European Digital Infrastructure Consortium (EDIC): A New Governance Framework for the European Blockchain Services Infrastructure (EBSI)

This chapter explores the inception of the Europeum European Digital Infrastructure Consortium (EDIC), a new institutional model for the governance of the European Blockchain Services Infrastructure (EBSI), a pan-European digital framework for cross-border public services. Evolving from the previous European Blockchain Partnership (EBP), the shift to Europeum was driven by technological progress, organizational requirements, and regulatory framework adjustments. The chapter first examines the EDIC as an innovative institutional framework proposed by the Digital Decade Policy Programme 2030 to oversee multi-country digital projects. Subsequently, it delves into the formation process of Europeum’s governance by detailing ongoing organizational decisions. Additionally, the chapter navigates through the governance challenges linked to this cross-national initiative via desk research of working documents and expert interviews, exploring the motivations and rationale behind establishing a pioneering cross-national state-led governance model for a blockchain-based system.
