Adaptive Information of the Financial System to the Challenges of Global Uncertainty

The continuation of the high-intensity war and its eventual conclusion represent the primary sources of uncertainty that elevate the risks to the Ukrainian economy. Financial systems are complex and dynamic. The technical assistance project “EU Support for the Digital Transformation of Ukraine” (DT4UA) emphasizes the importance of harmonized standards for cooperation among stakeholders in the financial industry. The financial system should foster an investment-attractive Ukraine to attract investors and resources needed for economic recovery and the restoration of the military-industrial complex. Considering the trends of transformational digitalization, the proposed investment approach will provide favorable conditions for both domestic and foreign investments, stimulate economic recovery (the development of the Strategy and Plan for the Thermal Modernization of Buildings and the Integrated National Plan for Energy and Climate), and implement technological innovations in the financial system. Financial mobility will promote budget liquidity and mobilize the necessary resources during the moratorium on the repayment (of external commercial state-guaranteed debt) for both repayment and restructuring of debts with investors and their further legal formalization. The financial system will be able to direct resources to rebuild war-ravaged infrastructure, supporting entrepreneurship, and fostering innovation. Support for key sectors of the economy (public, private) will contribute to the revival of the defense-industrial complex. Flagship projects aimed at militarizing production, and developing defense potential will contribute to strengthening the defense capabilities of the Euro-Atlantic community.
