Urban Planning as an Ally for the Regeneration of the Central Canton of Barva De Heredia, Costa Rica in an Intelligent City Adaptable to Climate Change

This research analyzes how urban planning, being part of the policies of municipalities, is associated with public organizations and with representatives of the community and private companies to create urban planning in accordance with the changes generated by a growing canton, such as Barva. The central canton of Barva is examined, a community that is in the province of Heredia, being a mountainous area and belonging to the Great Metropolitan Area (GAM), where 3 purposes are considered. The first, urban planning, the second concerning the smart city and lastly, adaptation to climate change. The area is considered a space that preserves its cultural heritage intact and is a place of visitation for tourists from all over the world as well as national visitors. It is considered an area that protects the folklore of masquerades, its gastronomy and the conservation of water resources. The Human Social Development Index of the central canton of Barva is located at 93.47%, obtaining position number 7 in the year 2023 (Ministry of National Planning and Economic Policy of Costa Rica. The objective of this analysis is to ask how the urban and comprehensive planning of the central canton of Barva promotes the transformation towards a smart and resilient city model in the face of climate change as a management tool? The methodology used by the researchers was qualitative, the policies of the municipality of Barva were evaluated, geospatial analysis was used, and the study area was visited. One of the purposes of this research is to indicate what the smart city model should be and thus facilitate environmental, economic and social resilience through the management of public spaces that foster relationships between users.
