Forest Rights and Common Property Resources: Strategic Paradigm Shift for Participatory Management for Forest Degradation

A significant shift in the paradigm of forest management has taken place in the recent decades in the form of JFM (Joint Forest Management). Further, recognition of forest rights for the forest dwelling community after the implementation of The Scheduled Tribes and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 was a milestone in the field of participatory forest management. The concept of forest management at the initial phase was simply to establish some legal framework such as forest conservation act, but due to enactment of FRA, the reformation took place in the form of ownership through recognition of forest rights. This act also reorients the management process by decentralization of power in the forest governance from government department to the public by recognizing their ownership and right. The effective implementation of FRA would secure the rights of the forest dwelling communities along with enhancement of the public participation and sustainable management of forest. In this connection, involvement of the local people takes place in the planning and strategy formulation for forest conservation as well as gave them the inherent benefit for the socio-economic development.
